    At first glance, Cats seems underwhelming. He doesn't have stats that really stand out in something, and his offensive movepool is so shallow the Physical and Special moves can't even fill the move screen in the Teambuilder. However, proper support and making good use of his awesome abilities can make Cats do surprisingly well. With Lightningrod he gets opportunities to switch into Electric moves for a free Special Attack boost, which is his highest offensive stat. Sadly, because of his shallow movepool, he only gets a few Electric attacks, Grass Knot, Shadow Ball and Hidden Power to attack with. Tinted Lens kind of solves this problem, because it makes Cats ignore Electric resists, leaving only Ground walling Electric.

    This is the closest Cats can get to being useful. This set basically represents what I explained in the overview. You make use of either Lightningrod or Tinted Lens and Cats' stat boosting options, together with BoltBeam coverage, and the optional Shadow Ball. Lastly, mind that Cats' Defense is low while his Special Defense is not that bad.

    Other Options
    Bulk Up, Bolt Strike, Volt Tackle, Taunt

    Bulk Up can be used for a physical set, but Cats' physical options are even worse than his Special ones.

    Bolt Strike or Volt Tackle are your attacks for a physical set, but its Physical movepool is so bad you can't cover it very nicely. With Tinted Lens it might not be that much of a problem, but still, Cats is better off using Special.

    Taunt has a nice surprise factor, as a foe will not expect that much from Cats. It can shut down walls who try to stall you.

    Checks and Counters
    Well, basically anything that isn't weak to Cats' STAB Electric or very weak to Hidden Power Ice should be able to beat Cats without much difficulty. You might want to be wary of Shadow Ball too, but Cats' damage output will not be that great even when he's super effective on you.
