    Leon Powalski
    Analysis: Leon Powalski 700

Type: Analysis: Leon Powalski 35055323 Analysis: Leon Powalski 879154721
    HP: 127
    Atk: 111
    Def: 89
    SpA: 144
    SpD: 103
    Spe: 42
Ability: Filter / Technician / Minus
    Tier: Fundex OU

Most of Leon's stats are great, as you can see, but his by far lowest stat is his Speed. The low Speed and his part Bug typing are Leon's main problems. The first one can be solved by either using Agility, or using Leon inside Trick Room. He can also learn Trick Room himself. The second one makes Leon weak to Stealth Rock and of course isn't solvable. As for abilities, Filter is the one you'll want to have. Unlike Raptor Jesus, Leon can't abuse Technician as he barely gets any good moves for it.

"Andross has ordered us to take you down."
Leon Powalski (M) @ Life Orb
    Ability: Filter
    EVs: 4 HP / 252 SAtk / 252 Spd
    Timid Nature (+Spd, -Atk)
    - Agility
    - Dragon Pulse
    - Bug Buzz
    - Flamethrower / Focus Blast

This set represents the first solution to Leon's Speed problem: using Agility. A Timid Nature makes sure he hits 402 Speed, enough to outspeed nearly any non-Scarfer in Fundex OU. Sadly, a Timid Zalgo, one of the targets he would have Bug Buzzed from the battlefield, outspeeds the boosted Leon by just one point. Dragon Pulse and Bug Buzz are Leon's powerful STAB attacks, and Flamethrower covers Steels. Focus Blast can be used over Flamethrower, but it is unreliable with its low 70% accuracy.

"I think I'll torture you for a while."
    Leon Powalski (M) @ Leftovers
    Ability: Filter
    EVs: 144 HP / 112 Def / 252 SAtk
    IVs: 0 Spd
    Quiet Nature (+SAtk, -Spd)
    - Trick Room
    - Dragon Pulse
    - Bug Buzz
    - Flamethrower / Focus Blast / Volt Switch

And this set is the second solution to the Speed problem: using Trick Room to make Leon the fast one instead. Volt Switch can be used over the third attack here, to immediately switch to a teammate to abuse Trick Room if you need to, while dealing damage too.

"Shoot me down if you can."
    Leon Powalski (M) @ Leftovers
    Ability: Filter
    EVs: 252 HP / 252 Def / 4 SDef
    Bold Nature (+Def, -Atk)
    - Calm Mind
    - Recover
    - Dragon Pulse
    - Bug Buzz / Flamethrower

A defensive Calm Mind set. The EVs make sure Leon has maximum bulk, and even with an unboosting nature and 0 EVs in it, his Special Attack reaches 324. As he knows Recover, unlike most other Calm Mind users in Fundex (especially Reimu with her Wish), Leon can quickly regain health while boosting his stats. Flamethrower can be ran over your secondary STAB to have the Dragon / Fire attacking combo, and with Bug Buzz Steels can wall you.

"Annoying bird! I'm the great Leon!"
Leon Powalski (M) @ Leftovers / Life Orb
    Ability: Filter
    EVs: 144 HP / 252 Atk / 112 Def
    IVs: 0 Spd
    Brave Nature (+Atk, -Spd)
    - Swords Dance
    - Dragon Claw
    - X-Scissor
    - Earthquake

Leon might have 144 base Special Attack, but his Attack is nice as well. This Physical set offers a great surprise factor for your opponent. Use this set with Trick Room support. After one Swords Dance, Leon hits 706 Attack, and can attack with two slightly weaker Physical STAB moves and the ever powerful Earthquake.

    Other Options
Cosmic Power, Dragon Dance, Taunt, Toxic Spikes, Work Up, Vacuum Wave.

Cosmic Power boosts Leon's Defense instead of Special Attack, and can be run on the defensive set, but Leon's damage will not be as impressive as with Calm Mind.

Leon can run a Dragon Dance set, however, he's too slow to pull it off.

Taunt is always handy against those stallers, but it doesn't work with Leon's low Speed. It might have use in Trick Room though.

Leon can be used to lead with Toxic Spikes, although better leads exist in Fundex OU.

Work Up is a boosting option for a mixed set, which is gimmicky and may not really work out as nicely as you expected it to.

Vacuum Wave is the priority move Leon can learn. It is weak as it lacks STAB, but when super effective it can deal some nice damage.

    Checks and Counters
Captain Falcon easily outspeeds Leon even after Agility and is not weak to any of his attacks, and can use Ice Punch or Flare Blitz in Sun for a lot of damage. In Trick Room, Doomsday and Giant Enemy Crab outspeed Leon and can hit hard with their Head Smash or Stone Edge. Against the defensive Calm Mind set it's best to use Physical attacks too. Anything faster with a super effective Physical attack and a good Attack stat should be able to wear Leon down. Ironically, Flandre can do this as well with her Outrage. Special walls can be switched into Leon but should be wary of a sudden Physical set. Reimu can switch into many special attackers, but not into Leon, as Bug attacks will be problematic for her.
