    Pingas has decent bulk, and no weaknesses at all thanks to his ??? typing, while it does have resistances to Fire and Ice (Fire being the most important due to Satan in Fundex OU) thanks to Thick Fat. It can also use Bulk Up to boost its Defense as well as his average Attack further. Sadly, Pingas' movepool is very shallow and it doesn't have that much to do besides bulking up, so it's predictable. And since it's ??? type, it doesn't get STAB on anything.

    This is basically the only useful set Pingas can run. With maximum Special Defense, a Scarf Utsuho Giga Flare doesn't even get rid of half Pingas' HP, which is awesome, as Giga Flare is one of the most powerful attacks in OU. Toxic is Pingas' prime way of dealing damage. After it has gotten a few Bulk Up boosts though, Payback and Brick Break damage decently. Also, keep in mind that Pingas has no reliable recovery outside of Leftovers.

    Other Options
    Taunt, Protect, Sucker Punch

    Taunt is an option to stop others from taunting you, preventing your strategy.

    Protect can be used to heal additional HP, but it lessens the coverage.

    Sucker Punch is an option over Payback if you eed priority.

    Checks and Counters
    If Pingas lacks any Bulk Up boosts, Physical is better to use on it, otherwise go for Special. Since it's not weak to anything, just hit it with the strongest attacks in your team, besides Fire and Ice ones. Taunting it is also very useful, because that completely screws Pingas over. Anything can switch into Pingas if it either lacks Bulk Ups or isn't weak to its moves.
