As you can see from these mostly pathetic stats, all Cell can do is deal damage. So that's his obvious job. He cannot work with any item other than Focus Sash, so he should always hold one. Switch into one of his three immunities if you can (Normal, Ghost, Fighting) and deal a lot of damage until Cell faints. Firin mah lazer will outright OHKO almost anything that is not Ghost.

Obvious set name is obvious. Obvious set is obvious. If this needs explanation for you, you shouldn't even be on this forum. (Lol, useless 4 HP EVs.)

Checks and Counters
Countering Cell in UU is impossible. Checking Cell can be done with luck. To beat Cell, just attack him twice with any move that is not Normal, Ghost or Fighting.
